A worker does not need to touch a bare conductor to be injured. An installation may retain energy after shutdown. A circuit may be supplied from another source. Stored energy may remain in capacitors or batteries. A supposedly dead conductor may have been incorrectly identified. Even simple replacement or connection activities can create danger when workers have not been trained for the specific operation.
Prevention must therefore be based on verified conditions, defined responsibilities, suitable equipment, and controlled procedures rather than personal confidence or informal workplace habits.
Under Article R4544-9 of the French Labour Code, operations on electrical installations or in their vicinity may only be performed by habilitated workers. Article R4544-10 requires the employer to verify that the worker has received theoretical and practical training covering electrical risks and the measures needed to perform assigned operations safely. The employer then issues, maintains, or renews the habilitation according to the applicable standards.

Habilitation is not simply a training certificate. Training gives the worker the relevant knowledge and skills. Habilitation is the employer’s decision to authorize that worker to perform specified operations within defined limits.
This distinction is essential. A training provider may assess learning and issue evidence that training was completed, but the employer remains responsible for determining whether the worker is suitable for the assigned activity and workplace. Habilitation is a critical safeguard, but it cannot compensate for defective installations, poor planning, missing procedures, or inadequate supervision. INRS states that electrical risk prevention depends both on making installations and equipment safe and on following safety rules when using them or operating on or near them.
An effective prevention system begins before the employee approaches the installation.
The employer should identify the equipment involved, the voltage domain, available energy sources, surrounding hazards, environmental conditions, and people who may be affected. The assessment must distinguish between ordinary equipment use and operations that expose workers to electrical danger.
Work should be planned to eliminate exposure whenever reasonably possible. This may require shutting down equipment, isolating energy sources, restricting access, rescheduling activities, or using a safer method.

Refresher training and a review of habilitation may be necessary when duties change, installations are modified, procedures are updated, the employee has not performed the operation for an extended period, or unsafe behavior indicates that competence may have deteriorated. INRS also advises employers to monitor the continuing suitability of habilitation and the worker’s knowledge in relation to assigned operations.
Employees must understand that touching a person who remains in contact with electricity may expose the rescuer to the same hazard. The energy source should be made safe using an appropriate method before direct assistance is attempted.
Emergency arrangements should identify how power can be disconnected, how the area will be secured, who will contact emergency services, and which trained personnel can provide first aid. Relevant switching and isolation points should remain accessible and clearly identified.
After an incident or near miss, the organization should preserve evidence, examine the technical and organizational causes, and revise controls. The purpose is not merely to identify the final unsafe action. It is to understand why the work system allowed the exposure to occur.
