How to Prevent Electrical Accidents in the Workplace

Electrical risk is not limited to electricians. Maintenance technicians, cleaners, contractors, machine operators, supervisors, and other employees may enter electrical environments or perform tasks that expose them to energized equipment. Assigning training only by job title can therefore leave serious gaps.
Electrical safety training prepares workers to recognize electrical hazards, follow safe procedures, and perform only the operations for which they are competent and authorized.
French employers should assess each role before work begins and provide training that matches the actual task, voltage domain, equipment, and working environment. Organizations reviewing their current arrangements should start structured electrical safety training before assigning employees to electrical operations or electrical-risk areas.
The central question is not whether someone is called an electrician. It is whether the person performs an operation on an electrical installation, works in its vicinity, enters a location presenting a particular electric shock risk, or directs others who do so.
Under Article R4544-9 of the French Labor Code, operations on electrical installations or in their vicinity may be carried out only by habilitated workers. Article R4544-10 requires the employer, before issuing habilitation, to ensure that the worker has received theoretical and practical training covering electrical risks and the measures needed to work safely. The employer then defines the authorized operations and issues, maintains, or renews the habilitation.
This means a course certificate is not itself the employer’s authorization to work. Training provides knowledge and assessed capability. Habilitation is the employer’s formal recognition that the worker can perform specified tasks safely within a defined scope. The authorization must correspond to the worker’s duties, the installation, the voltage range, the type of operation, and the conditions under which the work will occur. The current French framework refers employers to NF C 18-510 and its amendment for operations on installations and in electrical environments.
A role-based assessment should therefore examine what the worker actually does, not simply the department listed on an organization chart.
Electricians, electrical technicians, installation teams, commissioning engineers, and maintenance personnel normally require task-specific electrical safety training when they install, inspect, test, measure, troubleshoot, isolate, repair, or modify electrical equipment. Their training must match the operations they will perform rather than provide only general awareness.
A technician who replaces components after isolation faces a different risk profile from a person performing voltage measurements, testing protective devices, carrying out fault finding, or working near bare live parts. The required competence and habilitation symbol must reflect those differences. Work under voltage is subject to additional requirements, including specific habilitation after approved training.
Some workers are not electricians but perform elementary electrical operations as part of another job. Facilities staff, caretakers, production technicians, building maintenance employees, and certain equipment operators may reset protective devices, replace defined components, perform switching, or connect and disconnect equipment under controlled conditions.
Brief activities should not be treated as harmless. The INRS explains that changing a lightbulb, resetting a protective device, or replacing fuses are electrical operations, so non-electrical B0, H0, or H0V habilitations are not suitable for them. The employer must identify the precise operation and select training and authorization accordingly.
Painters, cleaners, masons, inspectors, logistics workers, and other non-electrical personnel may need training and habilitation when their work takes place in an electrical environment. INRS identifies B0, H0, and H0V as symbols associated with non-electrical operations in defined low-voltage or high-voltage environments. If a room contains no accessible bare live parts, habilitation may not be required for ordinary non-electrical work, although site instructions and access controls may still be necessary.
A cleaner in a normal office does not have the same need as one entering a transformer room. Likewise, painting in a general de-energized area differs from working near accessible hazardous parts.
Workers who direct, organize, or supervise electrical operations also need competence appropriate to their responsibilities. They may need to verify isolation, define work zones, communicate instructions, control access, coordinate teams, or stop unsafe work.
Training for these roles must address decision-making and control. A supervisor who never touches components may still create risk through poor planning, unclear boundaries, unsuitable staffing, or failure to verify authorization.
The electrical risk population now extends beyond conventional building installations. Employees working on electric or hybrid vehicles, traction batteries, photovoltaic equipment, industrial machines, charging infrastructure, or other systems with stored electrical energy may need specialized training under the framework applicable to their equipment and operations. Not every employee requires formal electrical habilitation. Many workers still need basic electrical safety awareness because they use powered equipment, notice defects, respond to alarms, or work near electrical assets.
Office employees, retail staff, hospitality workers, warehouse personnel, and general production workers should know not to use damaged plugs or cables, defeat protective devices, open electrical enclosures, improvise repairs, or reset equipment when the cause of a fault is unknown. They should also know how to report defects, isolate an area when safe to do so, and obtain qualified assistance.
This instruction does not prepare a worker for habilitation or authorize intervention. It helps prevent ordinary users from turning a defect or equipment failure into contact, fire, arc exposure, or secondary injury.
Managers and HR teams also need enough understanding to recognize when a role has crossed from normal equipment use into an electrical operation. A job description may say “general maintenance,” while the daily work includes opening panels, replacing electrical components, resetting breakers, or testing equipment. That mismatch is a warning that the training matrix and authorization process may be incomplete.
Organizations should document the dividing line between routine use, non-electrical work in an electrical environment, elementary operations, and complex electrical work. Contractors and temporary workers require particular attention because prior training does not automatically establish that a person is ready for a new site, installation, or task. The worker may understand electrical principles but still be unfamiliar with the client’s equipment, access restrictions, isolation points, emergency arrangements, or local instructions.
For work involving an outside company, French rules require the user company and the external employer to analyze risks created by interactions between activities, installations, and equipment. Where such risks exist, they must agree on prevention measures before work begins. This coordination is especially important when contractors enter electrical rooms, share isolation responsibilities, or work beside operating equipment.
The issuing employer must ensure that habilitation matches the assigned operations. The host organization must control access and communicate site hazards. Neither party should assume the other completed every check.
Reassessment is also needed when an employee changes jobs, begins working on a different installation, adopts a new method, returns after a long period without practice, or receives duties outside the original authorization. INRS states that habilitations should be reviewed annually and recommends refresher training every three years, or more often when necessary. For exceptional or occasional practice, a shorter interval may be appropriate.
Training should form part of an active competence system. Records should connect each worker to defined tasks, equipment, voltage domains, restrictions, supervision, and review dates.
Electrical safety training is required wherever assigned work creates electrical exposure, whether the worker is an electrician, maintenance employee, contractor, supervisor, or non-electrical worker entering a hazardous environment. The correct decision comes from analyzing tasks, equipment, zones, and responsibilities rather than relying on job titles.
Employers should define each role’s limits, provide suitable theory and practical preparation, and issue authorization only for verified duties.
