Electrical safety must be incorporated into the organization’s broader occupational risk prevention system. This includes the Document Unique d’Évaluation des Risques Professionnels, commonly known as the DUERP, along with maintenance procedures, work instructions, emergency arrangements, contractor coordination, and worker training.
A generic statement that electricity is dangerous is not sufficient. The assessment must consider the actual installations, voltage domains, equipment condition, environmental factors, accessibility of live components, expected tasks, and employees who could be exposed.
Employers must distinguish between the ordinary use of electrical equipment and operations carried out on or near electrical installations.
Using a compliant computer, printer, or production machine under normal conditions is different from opening an electrical cabinet, testing a circuit, replacing a component, or conducting maintenance near exposed conductors.
The French Labor Code provisions on electrical operations require employers to eliminate electrical risk whenever possible. When complete elimination is not possible, employers must reduce exposure through technical controls, safe working methods, restricted access, protective equipment, and competent supervision.

French electrical safety rules place de-energized work at the center of risk prevention. Work on energized installations should remain exceptional and must not become the normal approach simply because it appears faster or more convenient.

The exact process depends on the installation, voltage level, task, and applicable procedure. Employers must therefore ensure that workers understand the difference between ordinary shutdown and formal electrical isolation.
Isolation responsibilities should be assigned before work starts. It must be clear who disconnects the installation, who confirms the absence of voltage, who retains control of keys or locking devices, and who authorizes re-energization.
When live work is genuinely necessary, the employer must apply significantly stronger safeguards.
The French Labor Code requires a written order from the head of the establishment where the work is performed. The order must explain why energized work is necessary. Suitable operating methods, tools, work clothing, personal protective equipment, and supervision must also be selected according to the assessed risk.
Live work should therefore be formally justified, planned, authorized, and documented. It should not be performed on the basis of an informal verbal instruction.

The worker must understand the electrical risks associated with the assigned operations and the preventive measures required to work safely. Training should cover relevant hazards, safe distances, protective equipment, isolation procedures, emergency responses, access restrictions, and role-specific responsibilities.
The employer must also provide appropriate safety instructions. These may include a safety booklet based on the applicable standards, internal procedures, work orders, technical instructions, and site-specific requirements.
The purpose of electrical habilitation is not simply to prove course attendance. It establishes the boundaries within which a worker may operate on behalf of a particular employer.
Habilitation should not be treated as an administrative document that is issued once and forgotten.
Employers should review it when the worker’s responsibilities change, new equipment is introduced, the work environment changes, an employee returns after a long absence, unsafe behavior is observed, or the worker’s knowledge is no longer considered reliable.
Changes to installations, voltage domains, procedures, or organizational responsibilities may also require reassessment.
Since October 1, 2025, an additional medical requirement applies to certain authorizations involving operations near exposed live parts. The validity of the habilitation may depend on the worker holding a medical attestation confirming the absence of contraindications for the relevant activities.
